I should also have said that you should set the VAT text area to <editable>false</editable>, because typing a VAT rate in that box has no effect on the behavior of the widget.

Works correctly on the Macintosh despite the packaging being incorrect - there should be a Contents folder inside the widget. It would also be better if it asked the user to set the VAT rate when it was started for the very first time. You could, for example, set the default VAT value to zero and put up the preference pane if you found that value on start-up. You could also do with a nicer icon for "Rates" in the preference pane.
